BRUCE WAGNER SOCCER TOURNAMENT
Tournament Rules
The following are effective as of July 25 2019
(Revision of Substitutions as per recommendation from the HRM Referee Assignor)

1. Introduction
(a) This tournament is held annually and is a sanctioned Soccer Nova Scotia competition and will comply with Soccer Nova Scotia’s Tournament Policies and Procedures.
(b) The format of the tournament shall be as designated by Central Football Club
2. Age Categories
(a) The tournament shall be open to teams only that are registered with Soccer Nova Scotia or their Provincial/National or State Association.
(b) The following age categories will be used U9, U10, T2A U11,U12, U13, U15, U17, U21 T2B U12, U13, U15, U15 and T2C U12.
(c) Players may play on more than one team, as a call-up, but must be declared upon registration of the tournament (Maximum 3 per team)
(d) All teams entered must provide a copy of their official Soccer NS (or provincial association) player registration form and have player cards signed by the District Registrar available for “spot checks” at all tournament sites.
3. Location of Competition
The tournament will be held annually in Sackville, Nova Scotia. Various fields in the area will be utilized.
4. Duration of Play and Size of Game Ball
The game ball will be provided by the HOME TEAM (unless provided by the Tournament Field Marshall) which is the team listed first on the schedule.

There will be a 5 minute halftime for each game. If the break needs to be shortened to 3 minutes due to overages, the teams will be notified at game start by the official.
 
 
 
 
5. Preliminary Round Games
In all preliminary round games, the games shall be regulation tournament time only. A maximum of a 5 goal differential between team scores in any given preliminary game is allowed. Goals beyond this maximum differential will not be counted. Three points shall be awarded for a win and one for a draw. No points will be awarded for a loss. Forfeited games are awarded a 3-0 win worth three points in the standings to the team that did not miss the game. The team forfeiting a game will be subject to a $75 penalty fee. Games cancelled due to inclement weather will be made up at the earliest possible time and may be shortened considerably. Games will be no shorter than 20 minute halves. If one or more teams amass an equal number of points in the standings, the following formula will be used to determine the final division standings.
 
(a) Two Teams – Head to Head Results. The winner of the match between the two teams concerned will be used to determine the winner.
(b) Goal Differential If (a) fails to break a tie, the team with the best goal differential (by deducting goals against from goals for) shall be awarded the higher standing.
(c) Least Goals Against If (a) and (b) fail to break a tie, the team allowing the least goals in their matches will be awarded the higher standing.
(d) Most Goals Scored If (a),(b) and (c) fail to break a tie, the team scoring the most goals in their matches will be awarded the higher standing.
(e) Penalty Kicks If (a), (b), (c) and (d) fail to break a tie, the tied teams shall take penalty kicks in accordance with FIFA regulations. This formula continues until all ties are broken.


6. Medal Round Games

Both halves of overtime (10 minute total) will be played, there is no “golden goal”. Overtime will be played at the discretion of the tournament organizers and/or field marshal. Should field time, weather or field conditions warrant, penalty kicks will replace overtime. 
 
7. Penalty Kicks
In those games whose rules require a game to be played until a winner is declared, if both teams have scored the same number of goals at the end of regulation time and overtime periods, the game shall be decided by kicks from the penalty spot in accordance with FIFA regulations. Teams will play 5 players each. If the score is still tied after 5 players, game will go to sudden-death player for player.
 
8. Red & Yellow Cards
-          Yellow Cards – A player who receives 3 yellow cards in the tournament will be disqualified from playing the following game after the third yellow card.
-          Red Cards - One red card results in a one game suspension and possible review by Tournament Disciplinary Committee. The Tournament Disciplinary Committee consists of the Tournament Treasurer and Tournament President.
 
-          Two red cards result in an automatic suspension from the tournament
-          Teams are responsible to ensure players sit out any games they are suspended for. During these suspensions, players are not to be present at the game or on the field.
-          Any serious infractions (red card) may be reported to Soccer Nova Scotia or your District Soccer Association.
 
9. Team Color
Where the home team colors are similar to or identical with the colors of the visiting team, the visiting team must change into colors that are distinct from those of the home team. Use of pinnies is suitable.
 
10. Substitutions
Unlimited substitutions shall be allowed in all games of the tournament. All substitutions enter at center field as permitted at the discretion of the referee.
 
 
11. Appointment of Officials
For preliminary round games, every effort will be made to provide three officials. For playoff games, one referee and two linespersons will be used.
 
12. Leg Braces
Permission to use a leg brace is at the discretion of the game officials. The Player is encouraged to ensure that the brace is properly wrapped prior to inspection by the referee.
 
13. Protests and Appeals
The Tournament Appeals Committee shall deal with all protests and appeals arising out of this tournament. The protest or appeal must be made in writing within one hour of the completion of the game and submitted to the Tournament Coordinator with cash for $100.00. If the protest is upheld the protest fee will be returned. The Appeals Committee consists of Tournament President and Tournament Treasurer.
 
All protests and appeals are to be submitted to the Field Marshal who will notify the Tournament Appeals Committee.
 
 
14. Awards
U10-U12: All players will receive a tournament participation ribbon 
U13-U18: Medals will be presented for 1st, 2nd and 3rd place Medal Round and Player Of The Games 
 
15. Maximum Roster Size
A maximum of 24 players is allowed on the official tournament roster upon registration. Final roster is to be submitted to the Field Marshal prior to your first game. Once final roster has been submitted, no changes/substitutions will be permitted.
 
 
16. Guest Player Rules
Please use the Soccer Nova Scotia Temporary Registration Permit, posted on the SNS website.
(a) The SNS Temporary Transfer Permit must be sent to the organizer no later than 5 days prior to the first game. (Exceptions will be made under extreme circumstances. Example-injury to your only keeper.)
(b) A player may be a guest player for a team only if her “home” team is not registered in the Bruce Wagner.
(c) A player may be a guest player for a team that is in the same tier and age category as the same team she is registered with. (Call-ups to use SNS Policies and Procedures.)
(d) Only 5 guest players per team. This is to replace players that cannot play in the Bruce Wagner. You cannot exceed your regular summer roster size. (Example if you have 15 registered players and only 13 can come to the tournament you can only have 2 guest players.)
(e) The player must be registered with a Provincial or Territory Soccer Association for the current outdoor summer season.
(f) No additions allowed after the start of the first game of the tournament.
(g) All transfers subject to SNS Policies and Procedures.
 
18. Guaranteed Three Games (Four Games at the U10 and U12 Level - Jamboree Style Play)
All teams participating are guaranteed three games in any format deemed necessary for the schedule - Four games at the U10 and U12 level. Any games missed because of opposing team withdrawal will result in a 3-0 win and a $50 per game reimbursement. Any teams withdrawing prior to the registration deadline of July 20, 2019 will be reimbursed. Teams withdrawing after the registration deadline will not be reimbursed and will require a $250 performance bond the next year if they register to participate.
